CITY COUNCIL MINUTES
TUESDAY, NOVEMBER 15, 2022
6:03 P.M.
The Prattville City Council met in regular session on Tuesday, November 15, 2022, at 6:03
p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Boone gave the invocation. Roll was called with all Councilors recorded as
present with the exception of Councilor Gornto. Council President Boone declared a quorum
and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS HONESTY: Being truthful in what I say or do.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 1, 2022.
Council President Pro Tempore Strichik made a motion to adopt the minutes and Councilor
Chambers seconded the motion. There being no discussion, the minutes were adopted (5-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT'S AGENDA:
None.
MAYOR'S REPORT:
Mayor Gillespie requested a Point -of -Privilege to present Mr. Jerry Starnes a plaque of
appreciation for representing the City as District 4 Councilor and as City Council President. Mr.
Starnes was elected as Alabama State House District 88 Representative on Tuesday,
November 8, 2022. Mayor Gillespie expressed his thanks for Mr. Starnes' service to the City
and his country, gratitude to his family and wished him well on his future endeavors. Mr.
Starnes stated that it has been an honor and privilege to represent the City of Prattville. He
thanked the Council for their hard work and friendship throughout his tenure as Councilor. Mr.
Starnes wished all well and looked forward to working with Mayor Gillespie in the future.
Mayor Gillespie reported on the many positive comments about how the City honors veterans
for Veterans Day, specifically mentioning the banners displayed around town. He thanked the
Veterans of Foreign Wars (VFW) and American Legion for allowing the City to participate in
their Veterans Day event. Mayor Gillespie thanked the Engineering, Public Works, Parks and
Recreation and Police Departments for working together to create the environment in
downtown Prattville that everyone has come to enjoy.
Mayor Gillespie requested that Council follow the customary rules of order pertaining to Agenda
Item 9 and not suspend the rules. This will allow for a possible work session or public forum
before a formal vote. Mayor Gillespie advised the deadline for the City to adopt legislation
regarding the operation of medical cannabis dispensing sites is December 30, 2022.
Mayor Gillespie reiterated to the Council that a Wastewater Committee meeting be scheduled
soon to discuss the Hilltop sewer; 6th Street sewer; Russell Do -It Center sewer; and Janice
Street, Cone Street and Pine Creek interceptor sewer lines. He asked the meeting be
coordinated with his and the Public Works Director's calendar.

Mayor Gillespie reminded everyone about the "One Prattville" event hosted by the Prattville
Police Department this evening at the Premiere Place Shopping Center, which began at 5:30
p.m. He encouraged the public's attendance to meet the City's law enforcement personnel.
Mayor Gillespie closed his report by announcing that the City's Christmas Tree Lighting
ceremony will commence on December 1, 2022, and the Christmas Parade on December 2,
2022. He thanked all departments for working together with the Parks and Recreation
Department to make the holiday season in Prattville a memorable occasion for all, noting the
"Hallmark" feel of the downtown area. Mayor Gillespie advised that he will report on various
benchmarks, such as the amount of foot traffic the downtown area receives, as it becomes
available.
Councilor Jackson referenced an email about shots being fired throughout the City and asked
the Mayor if the City was looking into technology to assist in tracking it. Mayor Gillespie advised
the City has looked into this type of technology, but it was his understanding from Chief
Thompson that the technology is not where it needs to be at this time. Mayor Gillespie advised
there are several tag readers and cameras located throughout the City.
Councilor Jackson asked the Mayor if he had reservations about Agenda Item 9. Mayor
Gillespie advised that Chief Thompson wanted more input on the matter and that a work
session or public input meeting would be beneficial to all involved. Mayor Gillespie also stated
that the City is working on upgrades to video and audio systems in the Council Chambers.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Jackson stated the Street Committee met on Monday, November 7, 2022, at 3:30
p.m. and discussed various topics to include TAP projects on Old Farm Lane, Old Ridge Road
and Doster Road; ATRIP-ll projects and grant; signs in the Rights -of -Way (ROW); parking on
Woodvale; sidewalk and ROW behind City Hall and fence; Interstate Court extension and gave
project updates.

Finance Director Daniel Oakley provided the following report on the City Finances for October
2022.

Councilor Striplin exited the Council Chambers at 6:50 p.m. and did not return.
COMMENTS FROM PERSONS PRESENT:
Jon Lee Finnegan, 211 Deer Trace, asked if there was a monetary amount for Agenda Item 4.
Council President Boone advised there is no charge and the lease agreement is executed as
a professional formality.
Diane Rolling, 119 Magnolia Drive, advised that she emailed Councilors her concerns of
hearing gunshots around the City. She asked that her fellow citizens be vigilant and report
what they hear and see to the Police Department. Councilor Chambers agreed with Ms.
Rolling's assessment and advice to citizens. Council President Boone reiterated that tonight's
"One Prattville" event was geared toward building relationships between citizens and law
enforcement and inform the public on how to report incidents or concerns to the Police
Department.
Ell White, II, 621 West 4th Street, noted the military uses technology to detect gunshots. Mr.
White also recited the recognition protocol for the different military holidays.
CLOSING COMMENTS:
Mayor Gillespie wished everyone a Happy Thanksgiving.
Council President Boone announced the next regular City Council meeting is scheduled for
Tuesday, December 6, 2022, at 6:00 p.m.
