PH Minutes 2022.12.06PRATTVILLE CITY COUNCIL PUBLIC HEARING MINUTES TUESDAY, DECEMBER 6, 2022 6:02 P.M. CALL TO ORDER: The Prattville City Council met in Public Hearing on Tuesday, December 6, 2022, at 6:02 p.m. in the Council Chambers at City Hall. Roll was called with all Councilors recorded as present. Council President Boone declared a quorum and called the meeting to order. 1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended. {Sponsored By: Council President Pro Tempore Strichik} Council President Boone advised this Public Hearing pertained to 122 Quail Run. There was no one present to speak in favor of or in opposition to the resolution and Council President Boone concluded the Public Hearing. 2. ORDINANCE: To Rezone Property Located Inside the City Limits East of Highland Ridge Subdivision from FAR (Forest, Agriculture, Recreation), R-2 (Single Family Residential) and 13- 2 (General Business) to R-3 (Single Family Residential) (Petitioner: Carolyn Peddy Bryan) (Representative: Flowers & White Engineering, LLC). {Sponsored By: Councilor Gornto} Kenneth White, Flowers & White Engineering (representative for petitioner), spoke in favor of the ordinance. He stated several changes were made to the master plan to satisfy concerns made from the public after going before the Planning Commission. Council President Pro Tempore Strichik asked how many of the houses will be in Elmore County versus Autauga County, expressing concerns of overcrowding in Autauga County schools. Mr. White advised that 90% would be in Elmore County with 10% in Autauga County. Chloe Kelly, Terra Core Development Services (representative for developer), spoke in favor of the ordinance. Ms. Kelly stated revisions were made to the development plan to satisfy concerns made from neighboring homeowners during the Planning Commission's public hearing phase, to include adding additional ingress and egress points thus reducing traffic flow. Jon Lee Finnegan, 211 Deer Trace, spoke in opposition to the ordinance. Ms. Finnegan stated she was against the amount of growth that is taking place in the City. She is concerned about the influx of traffic coming through Chancellor Ridge and out on McQueen Smith near where Sterling Heights Apartments is being built off Heather Drive. Brian Stewart, 605 Castlebrook Drive, spoke in opposition to the ordinance. Mr. Stewart asked for clarification on the revised plan to add an entrance to the development on Wee Lovett Drive. Mr. White advised the master plan was changed to add a south connection, totaling three connections. Mr. Stewart stated his main concern was traffic coming through Highland Ridge and additional traffic on Wee Lovett Drive considering the many children living in that area. Mr. Stewart asked what size the homes in the development would be. Mr. White stated between 1,700 square feet to 2,500 square feet. Council President Pro Tempore Strichik requested Assistant Police Chief Jeff Hassell and Fire Chief Terry Brown to brief the Council on staffing levels. Assistant Chief Hassell advised the current staffing level for the Police Department is 79, seventeen shy of being fully staffed at 96. He gave a brief update on the recruiting effort and next academy considerations. Fire Chief Brown advised that the Fire Department is fully staffed with 90. Council President Pro Tempore Strichik asked if the addition of homes in this development would cause stress on first responders. Assistant Police Chief Hassell and Fire Chief Brown stated yes. There being no further comments, Council President Boone concluded the Public Hearing. ADJOURN: Council President Boone closed the Public Hearings at 6:16 p.m. APPROVED: Paula G.
