CC Minutes 2023.02.21PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, FEBRUARY 21, 2023 6:01 P.M. The Prattville City Council met in regular session on Tuesday, February 21, 2023, at 6:01 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Pro Tempore Strichik gave the invocation. Roll was called with all Councilors recorded as present. Council President Boone declared a quorum and called the meeting to order. THE CHARACTER TRAIT OF THE MONTH IS CREATIVITY: Approaching a need, a task, or an idea from a new perspective. APPROVAL OF MINUTES: Public Hearing and City Council Meeting February 7, 2023. Council President Pro Tempore Strichik made a motion to adopt the minutes and Councilor Gornto seconded the motion. There being no discussion, the minutes were adopted (6-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT'S AGENDA: None. MAYOR'S REPORT: Mayor Gillespie requested Council's support on Agenda Item 2 and 3, regarding sidewalk improvement projects along Old Farm Lane and Doster Road. These are classified as TAP (Transportation Alternative Program) projects and improve the City's infrastructure. He mentioned the Selma Highway project begins this Thursday and advised citizens to be cautious in that area. Additionally, Mayor Gillespie requested Council's support on Agenda Item 4, regarding Newton Park Tennis Complex improvements. He thanked all involved for the time and effort put in to make the park plan a reality. Mayor Gillespie reported on several economic development initiatives beginning in the City to include the new 57,000 square foot Guardian Credit Union Headquarters and Alabama Department of Public Health's 13,000 square foot laboratory expansion. These developments are forecasted to bring in millions of dollars of investments and bolster the workforce. Mayor Gillespie advised that a Whataburger eatery is in the works and will be located in the closed Fazoli's location on Fairview Avenue. He advised the first move -ins for the historic loft apartments, known as The Mill, begin next Friday, March 3, 2023. Mayor Gillespie reminded all the Special Election for Councilor of District 4 will be held on Tuesday, February 28, 2023. He urged all eligible voters in District 4 get out and cast their ballot, and wished all candidates good luck. Mayor Gillespie invited all to attend the Black History Program at the Doster Center on Friday at 6:00 p.m. with guest speaker Alabama House Representative Kelvin Lawrence. He also reminded all about the Wilson Pickett Music and Arts Festival slated for April 1 at Pratt Park. Mayor Gillespie closed his report with congratulations to the Lady Lions Basketball Team. Council President Pro Tempore Strichik advised the Lady Lions defeated Enterprise this morning to advance to the Final Four in Birmingham later next week. Council President Pro Tempore Strichik mentioned the last time any Prattville Lions team went to the Final Four was in 1998. Mayor Gillespie announced that girls' softball and boys' baseball would start in the upcoming weeks. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor Chambers reported the Sanitation Committee met yesterday evening to discuss an ADEM grant, Sanitation Department finances, purchase of new trucks, modifications to the Sanitation Department building and the acquisition of two vacant lots. CLOSING COMMENTS: Mayor Gillespie reminded all that paving begins tomorrow at The Mill between the apartments and the parking area, and on Thursday paving will begin on Bridge Street. He also reminded all that Severe Weather Tax Free weekend begins on Friday. Councilor Jackson advised February was not only Black History Month, but also Career and Technical Education Month. He recognized Mr. Dunn and staff at Autauga County Technology School with the important role they play in preparing students for success in the workforce after graduation. Councilor Jackson outlined the origins of Black History Month and thanked all involved in the planning of the City's Black History Program. Councilor Chambers congratulated the Prattville Lady Lions Basketball Team and wished them well during the Final Four tournament. He encouraged everyone in District 4 to vote next Tuesday. Council President Boone reminded all that an Education Work Session was scheduled for Thursday, March 2, 2023, at 6:00 p.m., but there is a possible date change, which would be publicly posted as soon as details are confirmed and completed. Council President Boone announced the next regular City Council meeting is scheduled for Tuesday, March 7, 2023, at 6:00 p.m. ADJOURN: There being no further business to come before the Council, Council President Pro Tempore Strichik made a motion to adjourn and Councilor Gornto seconded the motion.
