The motion to approve passed unanimously. 23 24 Committee Reports: 25 There were no reports to be made. 26 27 Old Business: 28 There was no old business to discuss. 29 30 New Business: 31 Certificate of Appropriateness 32 Addition-New Accessory Structure, Alterations 33 129 E Main Street 34 Brandi Rhodes, Petitioner 35 36 Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow an accessory structure and 37 alterations on property located at 129 E Main Street. He stated that the petitioner is requesting to add sconces to the 38 front porch, add lattice screen/fence to rear side lot line, add a window on the west gable, and add an accessory 39 structure. 40 41 Brandi Rhodes, petitioner, presented the request for the Certificate of Appropriateness to allow alterations and an 42 accessory structure on property located at 129 E Main Street. She stated that for the fence material they are proposing 43 vinyl with a wood look like cedar. 44 45 Chairman Miller opened the floor for public comments. There being no public comments, the public hearing was 46 closed. 47 48 Mr. Sanford moved to approve the request as submitted. Mr. Ferguson seconded the motion. He stated that the petitioner is requesting to add shutters to existing windows, remove brick and 59 add picture framed lattice work around crawlspace, add paver border to driveway and install crusher run (relocate 60 pavers to driveway), replace & install 6’ tall privacy wood fence around perimeter of property (with option for 61 driveway gate to be simple black gate with operator, install building on existing slab (24’x30’) (with a. 24x30 62 Vertical Roof Building Horizontal Siding, b. 12 ft Legs, c. 2 - 10x10 Garage Doors on the side, d. 1 - 9 Lite Entry 63 Door 36"x80". He stated that the existing slab has been there for approximately 15 years. 64 65 Chairman Miller opened the floor for public comments. Built jointly by Dave R. Yarbrough and Terry Walls as Plymouth dealership. Prattville’s only example of moderne architectural influence. Add fabric awning over wooden doors Historic Design Guidelines referenced: Canopies and Awnings (p 47) 1. Canopies and awnings shall be preserved through regular cleaning and replacement of materials and fixtures when necessary. 2. When new canopies and awnings are installed on a building, they shall not damage the historic structure or any existing architectural features. Visibility of architectural features should be maintained when installing a new canopy or awning. 3. When adding a new canopy or awning, make use of any existing fixtures. When no fixtures exist, install them in ways that are minimally invasive to the existing structure. 4. When an awning is for a window, it shall mirror the shape of the window opening to which it is attached. Canopies shall align with horizontal elements of the facade such as the cornice or roof lines. 5. Awnings shall be constructed of canvas duck, cotton, or polyester blends. Metal and wood is the most appropriate material for canopies. 6. Canopy and awning colors shall accent that of the main structure and should not be garishly colored. 7. Canopies and awnings shall not be internally lit. Light fixtures shall be shielded so as to not cause the appearance of internal illumination. DR A F T Page 3 of 4 Staff Analysis: The wooden doors were replaced in 2019 as part of a Leadership Autauga class project. The need for an awning was discussed to protect the new door from the elements, but was not included in a Certificate of Appropriateness request. The awning was recently installed. This awning matches the existing awning over the adjacent, main entrance to the Family Support Center. It is constructed of fabric, not garishly colored, and is sized appropriately for the door opening it is protecting. Enclose carport and add garage doors Historic Design Guidelines referenced: Alterations to Non-Contributing Residential Buildings (pp 35-36) Guidelines for alterations to non-contributing buildings are less strict than those of contributing historic buildings. As a general rule, alterations to non-contributing buildings should be contemporary and not create a false sense of history. 1. Alterations to non-historic residential buildings shall not copy historic architecture styles. Contemporary alterations are appropriate if they do not detract from the integrity of the district. 2. In general, alterations to non-historic buildings shall appear similar in scale, massing, and height to the main structure and other nearby residential buildings. 3. Alterations to windows, door openings, and porches shall be compatible with the rhythm established by window, door openings, and porches of nearby historic structures. 4. Alterations that detract from the overall character of the district shall be prohibited. 5. Avoid alterations that disrupt the spacing and orientation of the structure or overshadow nearby historic structures. Staff Analysis: This is a ranch style house with an existing carport. Enclosing the carport with the same or similar siding and using a complementary color on the garage door (as requested in the application) will be appropriate and not detract from the overall character of the historic district.
