Vice-Chair Taylor Stewart, Mrs. Jean Davis, Ms. Precious Fritz, Mr. Scott Ferguson, Ms. Kristi Rollins, and Mr. Tim Sanford were present. Chairman Tom Miller was absent. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: There were no minutes available for review. Committee Reports: There were no reports to be made. Old Business: There was no old business to discuss. New Business: There was no new business to discuss. Miscellaneous: Expedited Review-none. Discussion: Attorney General’s Opinion Andrew Odom, City Attorney, opened discussion on the Attorney General’s opinion on the requirements for governmental agencies to receive a Certificate of Appropriateness (COA) and some of the ethics questions regarding ex parte communications in the bylaws. Mayor Gillespie also attended the meeting. In their discussion, the Commission agreed to extend a good neighbor gesture to the Autauga County Board of Education (ACBOE) in written form regarding the Historic District and its guidelines. Bylaws Review: The Commission reviewed and corrected proposed changes to the Rules of Procedure and Bylaws.
