Chairman Tom Miller, Vice-Chair Taylor Stewart, Mrs. Jean Davis, Ms. Kristi Rollins, 14 and Tim Sanford were present. Mr. Scott Ferguson and Mrs. Precious Fritz were absent. 15 16 Quorum present 17 18 Also present was Mr. Scott Stephens, City Planner; and Ms. Alisa Morgan, Secretary. 19 20 Minutes: 21 Ms. Rollins moved to approve the minutes of the April 27, 2023 regular meeting. Mr. Sanford seconded the 22 motion. The motion to approve passed unanimously. 23 24 Committee Reports: 25 Mr. Stephens stated that May is National Preservation Month to promote the importance of preserving historical 26 places. 27 28 Old Business: 29 There was no old business to discuss. 30 31 New Business: 32 Certificate of Appropriateness 33 Alterations & Rehabilitation-Awning 34 113 W Main Street 35 Merrill Carroll, Petitioner 36 37 Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow an awning over wooden doors 38 on property located at 113 W Main Street. He stated that the awning was placed prior to HPC approval. It matches 39 the existing awning over the adjacent main entrance. 40 41 Merrill Carroll, petitioner, presented the request for the Certificate of Appropriateness to allow an awning over 42 wooden doors on property located at 113 W Main Street. She stated that the awning was discussed at the time 43 approval was granted for the wooden doors (2019), but was not formally presented for approval. 44 45 Chairman Miller opened the floor for public comments. There being no public comments, the public hearing was 46 closed. 47 48 Mrs. Davis moved to approve the request as presented. Ms. Rollins seconded the motion. The motion to approve 49 passed unanimously. 50 51 Certificate of Appropriateness 52 Alterations & Rehabilitation 53 125 E 5th Street 54 Roger Kennington, Petitioner 55 DR A F T Draft Prattville Historic Preservation Commission May 25, 2023 Minutes Page 2 of 2 Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow a carport enclosure on property 56 located at 125 E 5th Street. He stated that the petitioner is requesting to enclose a three-bay carport and add garage 57 doors that will be complementary in color. 58 59 Roger Kennington, petitioner, presented the request the Certificate of Appropriateness to allow a carport enclosure 60 on property located at 125 E 5th Street. He stated that two walls will be added to enclose the structure and will have 61 the same finish as the house. 62 63 Chairman Miller opened the floor for public comments. There being no public comments, the public hearing was 64 closed. 65 66 Mr. Sanford moved to approve the request as submitted. Ms. Stewart seconded the motion. The motion to approve 67 passed unanimously. 68 69 Miscellaneous: 70 At their previous meeting, the Commission discussed consideration to amend the bylaws that would address 71 cancellations of meetings. Ms. Rollins moved to approve the language as written to amend the bylaws. Ms. Stewart 72 seconded the motion. The motion passed unanimously. 73 74 Mrs. Davis asked that consideration be given to honor past member, Ms. Lenore Kirkpatrick, in memory of her work 75 on the HPC and her preservation work within the City of Prattville. She formally made a motion and it was seconded 76 by Ms. Stewart. The motion passed unanimously. Chairman Miller appointed Mrs. Davis to assist with staff in 77 formalizing that resolution of memorial. 78 79 Adjourn: 80 With no further business, the meeting was adjourned at 4:52 p.m. 81 82 Respectfully submitted, 83 84 85 Alisa Morgan, Secretary 86 Historic Preservation Commission 87 DR A F T Page 1 of 3 Historic Preservation Commission Staff Report CERTIFICATE OF APPROPRIATENESS 150 1st Street– COA2306-01 DATE June 22, 2023 PROPOSED DEVELOPMENT Petitioner: Bob Burton Property Owner: River Region Pregnancy Center Location: 150 1st Street Review Status and History Previous Approvals: March 8, 2022 – CoA approved for windows and doors 1984/2007 Historic Properties Inventory Details 150 East First Street; c. 1895; one story, frame (asbestos shingle siding), basically square with asymmetrical facade formed by offset projecting bay; tall pyramidal roof broken at front, sides and rear by low secondary gables; single large dormer at front with colored glass sash; full-length porch (now screened) with turned posts and spindle frieze; turned and pierced work bargeboards trim gables. House occupies site of c.1850 structure for which site #151 functioned as servants 1 quarters. DR A F T Page 2 of 3 Proposed Alteration, Renovation, or Addition The following alterations have been requested by the applicant. 1.Repair/replace rotten eaves/soffit2.Replace all wooden siding (except under porch) with fiber cement plank siding of similar width3.Cover plywood covered windows with fiber cement siding4.Replace eight wooden columns on front porch STAFF EVALUATION: Reviewed by: Scott Stephens, City Planner Recommendation: See below. Evaluation: 1.Repair/replace rotten eaves/soffit Design Guidelines section referenced: Maintenance and Upkeep (p 64): 1. Repair deteriorated or damaged architectural elements using methods that allow them to retain theirhistoric appearance. Evaluation: The petitioner proposes to replace rotten soffit with a fiber cement project (e.g. Hardie Plank) that will have a similar appearance to wood. Due to the limited visibility of these features, using this material should maintain a cohesive appearance with the existing structure. 2.Replace all wooden siding (except under porch) with fiber cement plank siding of similarwidth Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Siding Materials (residential; p 32): 1. Historic materials such as brick, stone, mortar, clapboard, and wood shall be retained and maintained. 2. Damaged historic materials shall be repaired and replaced in-kind before wholesale removal and replacement. When repairs are required, replacements shall be of a compatible material and mirror the appearance of the historic materials. DR A F T Page 3 of 3 3. When wholesale replacement of materials is required, the replacement materials shall be of a compatible design, profile, shape, and material to what was historically found on the structure. 4. New materials may be used if they create a cohesive appearance with the existing structure. a. Materials such as vinyl, aluminum, panelized brick, and other similar materials are prohibited. b. Composition siding or engineered wood is generally appropriate though the new material shall match historical wood siding in size, exposed lap, and material finish. c. New materials shall match the original historic materials in composition and scale. 5. Materials that have no historic basis shall not be used in the alteration and rehabilitation of historic structures. Evaluation: The Commission should evaluate and decide if the existing siding is deteriorated to a state that wholesale replacement is necessary. The proposed composition, or fiber cement siding, should match the existing wood siding in size, exposed lap, and finish. 3.Cover plywood covered windows with fiber cement siding Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Windows (residential; p 30): 1. Historic windows and their frames shall be retained and maintained. 2. Damaged or deteriorated windows shall be repaired before they are replaced. 3. Historic window openings shall remain visible and shall not be obscured from view through paint, wood, or other materials and methods which may alter their transparency or appearance. Evaluation: Based on a 1998 photograph (see 1998 state survey information), these window openings were at one time used for ventilation, but have since been covered with plywood. The right opening appears to be the same size as other window openings on the same façade. The left opening is smaller. Staff is unaware of status of opening on the interior. These window openings are toward the rear of the structure so less visible, but still able to be seen from the street. 4.Replace eight wooden columns on front porch Design Guidelines section referenced: Alterations and Rehabilitation of Existing Structures, Porches (residential; p 28): 2. Architectural elements of porches shall be maintained and retained. 3. In the case of damage or deterioration of historic porch elements, in-kind replacement of existingelements shall be taken before wholesale removal and replacement. Replacement materials shallbe compatible with the existing porch. Evaluation: The petitioner proposes to replace existing wooden columns with similar wooden columns. They should be of the same design and all attached architectural elements should be preserved.
