Members present were Mayor Bill Gillespie, Deputy Fire Marshal Craig 9 Allen, Chairman Reuben Gardner, Vice-Chairman Ken Daniel, Mrs. Paula Carpenter, Mr. Seth Hayden, 10 Mr. Robert King, and Mr. Mugs Mullins. Councilman John Chambers was absent. 11 12 (Quorum present) 13 14 Staff present: Mr. Scott Stephens, City Planner; Mr. Joshua McKinney and Ms. Bria Hudson, Planners; and 15 Ms. Alisa Morgan, Secretary. 16 17 Minutes: 18 The minutes of the June 15, 2023 regular meeting and July 12, 2023 work session were unanimously 19 approved. 20 21 Committee Reports: 22 23 Old Business: 24 None 25 26 New Business: 27 1. Preliminary Plat: Christ Lutheran Church Plat 1 28 Location: 2175 Cobbs Ford Road 29 Owner: Christ Lutheran Church 30 Representative: Flowers & White Engineering, LLC 31 32 Mr. Stephens introduced the preliminary plat of Christ Lutheran Church Plat 1. He stated that the 33 proposed plat divides the existing church (Lot 1) and the vacant northern portion (Lot 2) into two lots. 34 The petitioner is requesting waivers to the Subdivision Regulations from the side walk along right of way, 35 lot frontage on public street, and utilities shown on plat. He stated that staff does not object to any of the 36 requested waivers and proposes that the access easement proposed for the frontage to Lot 2 be recorded 37 prior to or with the final plat. 38 39 Brad Flowers of Flowers & White Engineering, LLC, petitioner’s representative, presented the 40 preliminary plat of Christ Lutheran Church Plat 1. He stated that the property is being subdivided for the 41 sale to Stivers but he does not know what the future use of the proposed Lot 2 will be. The church will 42 remain as is with no changes. 43 44 Chairman Gardner opened the floor for public comments. There were none to speak. The public hearing 45 was closed. 46 47 Mr. Mullins introduced a resolution approving the waivers of Christ Lutheran Church Plat 1 and moved 48 for its approval. Mr. Allen seconded the motion. The motion to approve the waivers passed 49 unanimously. 50 51 Mr. Mullins introduced a resolution approving the preliminary plat of Christ Lutheran Church Plat 1 with 52 waivers and contingency and moved for its approval. Preliminary Plat: Fountain City Baptist Church Plat 1 57 Location: 323 New Moon Drive and 492 E Main St 58 Owners: Moore Enterprise, LLC 59 Representative: Alabama Land Surveyors, Inc. 60 61 Mr. Stephens provided the staff report for the preliminary plat of Fountain City Baptist Church Plat 1. He 62 stated that the proposed plat reconfigures an interior property boundary. The rear yard of the lot on New 63 Moon Drive has a playground utilized by the church. The reconfiguration will combine the playground 64 area with the existing church lot. He stated that the petitioner is requesting waivers to the Subdivision 65 Regulations from the sidewalks and utilities shown on the plat. 66 67 Jamie Monk of Alabama Land Surveyors, Inc., petitioner’s representative, presented the preliminary plat 68 of Fountain City Baptist Church Plat 1. 69 70 Chairman Gardner opened the floor for public comments. There were none to speak. The public hearing 71 was closed. An email was received from Stacey Jennings, property owner of 475 E Main Street and 411 72 New Moon Drive in support of the request. (Letter attached and made a part of the minutes). 73 74 Mrs. Carpenter introduced a resolution approving the waivers of Fountain City Baptist Church Plat 1 and 75 moved for its approval. Mr. Mullins seconded the motion. The motion to approve passed unanimously. 76 77 Mrs. Carpenter introduced a resolution approving the preliminary plat of Fountain City Baptist Church 78 Plat 1 with waivers and moved for its approval. Mr. Mullins seconded the motion. The motion to 79 approve passed unanimously. 80 81 3. Preliminary Plat: LLRR Properties Plat 1 82 Location: 2091 Fairview Ave 83 Owners: LLRR Properties, LLC 84 Representative: Alabama Land Surveyors, Inc. 85 86 The petitioner requested that the preliminary plat of LLRR Properties Plat 1 be held to the next meeting 87 (August 17, 2023). Letter attached and made a part of the minutes. 88 89 4. Preliminary Plat: King Plat 1 90 Location: 895 Lower Kingston Road 91 Owners: Wanda King 92 Representative: Alabama Land Surveyors, Inc. 93 94 Mr. Stephens provided the staff report for the preliminary plat of King Plat 1. He stated that the property 95 is zoned T-2 for mobile home use. The petitioner is requesting to divide the approximately 3.61 acre 96 property into two lots. He stated that the subdivision meets the zoning requirements. The petitioner is 97 requesting waiver to the Subdivision Regulations from the street improvements and utilities shown on 98 plat. 99 100 Jamie Monk of Alabama Land Surveyors, Inc., petitioner’s representative, presented the preliminary plat 101 of King Plat 1. He stated that the future use of the two lots is residential. 102 103 Mr. Daniel introduced a resolution approving the waivers of King Plat 1 and moved for its approval. Mr. 104 King seconded the motion. The motion to approve passed unanimously. 105 106 Chairman Gardner opened the floor for public comments. Gina Dunbar, adjacent property, asked 107 questions about the zoning map and the time frame that the property was zoned for mobile home use. 108 109 Mr. Stephens stated that the staff can look into the zoning map questions and reiterated that the 110 subdivision meets the regulation requirements. 111 112 DR A F T Draft Prattville Planning Commission July 20, 2023 Minutes Page 3 of 3 The property owner, Ms. Wanda King and her sister, Ms. Annie Church, stated that their plans are to 113 divide the one lot into two lots for the development of a site-built home on one lot and a mobile home on 114 the other lot for their residential use. After no further comments, the public hearing was closed. 115 116 Mr. Monk asked that the replat move forward with approval and development issues be addressed at the 117 time of future development. 118 119 Mayor Gillespie moved to postpone the request to the August meeting.
