CC Minutes 2023.11.21 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, NOVEMBER 21, 2023 6:03 P.M. The Prattville City Council met in regular session on Tuesday, November 21, 2023, at 6:03 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Councilor Striplin gave the invocation. Roll was called with all Councilors recorded as present with the exception of Councilor Chambers. Council President Boone declared a quorum and called the meeting to order. THE CHARACTER TRAIT OF THE MONTH IS GRATEFULNESS… Letting others know by my words and actions how they have benefited my life. APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 7, 2023. Council President Pro Tempore Strichik made a motion to adopt the minutes and Councilor Merrick seconded the motion. There being no discussion, the minutes were adopted (5-0). Council President Boone recognized County Commissioner Larry Stoudemire and new Autauga County Emergency Management Agency (EMA) Director David Bagley and then gave a synopsis on the public comment periods that occur during a City Council meeting and the sign-in procedures in place. COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: Jon Lee Finnegan 211 Deer Trace commented on Consent Agenda Item No. 5 and her desire for amounts in the title. MAYOR’S REPORT: Mayor Gillespie opened his report by requesting a Point-of-Privilege welcoming the new Autauga County EMA Director Mr. David Bagley. Mr. Bagley thanked the City Council and Mayor for having him stating he looks forward to serving the community. Mayor Gillespie then welcomed back Councilor Jackson from the National League of Cities City Summit in Atlanta, GA. The Mayor continued his report by thanking the all first responders, Prattville Fire Department and Police Departments along with Autuga County EMA for their rapid response to the 6th Street gas leak last week and notating the Police Department upgrade to the Taser 10 system. Mayor Gillespie gave project updates on the Fairview Avenue utility relocation stating work should be staring in the next few months and Project Fast-Track on Main Street asking all to please use caution in these areas. The Mayor announced the City of Prattville is quickly transforming into the Christmas season and thanked the Parks and Recreation Department, Urban Management and other departments working together in preparation for the Christmas season. He further announced the Christmas Tree Lighting will be held on November 30th with the festivities beginning at 6:00 p.m. and the countdown starting at 7:00 p.m. Mayor Gillespie noted the Christmas Parade would be on December 1st starting at 7:00 p.m. utilizing the old box route starting and ending 2 at the Court House and that barricades would be utilized. He further advised there would be no parking in the area during that time. In closing Mayor Gillespie wished everyone a Happy Thanksgiving. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON THE STATUS OF CITY FINANCES: Finance Director Daniel Oakley provided the following report on City Finances for October 2023. • General Fund Revenue Report o $554,816.57 – total revenue collected in October o $554,816.57 – total revenue collected fiscal year to date • Tax Breakdown Comparison Report o $3,613,307.89– tax revenue collected in October o 5.92% - increase over October 2022 o General Fund Expenditures Report8.33% - portion of fiscal year completed o 6.22% - portion of budgeted expenditures incurred to date • Wastewater Fund Income Statement o ($231,540.29) – net loss from operations for October (due to September receipts being pushed back into last year) o 8.33% - portion of fiscal year completed o 5.52% - portion of budgeted expenses incurred to date (excludes capital projects & debt service) • Sanitation Fund Income Statement o ($327,675.49)– net loss for October (due to September receipts being pushed back into last year) o 8.33% - portion of fiscal year completed o 11.51% - portion of budgeted expenses incurred to date • Judicial Fund Income Statement o $749.07 – net income for October o 8.33% - portion of fiscal year completed o 2.64% - portion of budgeted expenditures incurred to date • Bank Balances Report o $55,048,856.92 – total of all bank balances at the end of October • Accounts Payable & Debt Balances Report o $57,257,493.65 – total debt balance city-wide at end of October o $24,393,243.65 – total non-enterprise fund debt at end of October CONSENT AGENDA 1. RESOLUTION: To Authorize the Mayor to have Garbage and Rubbish at 153 Lancelot Circle Abated and Charge Any Incurred Expenses for the Abatement Process Pursuant to Chapter 46 et seq., City of Prattville Code of Ordinances. {Sponsored By: Council President Pro Tempore Strichik} 3 2. RESOLUTION: [To Authorize the Mayor to have Garbage and Rubbish and Overgrown Grass and Weeds at 222 Moncrief Street Abated Pursuant to Chapter 46 et seq., City of Prattville Code of Ordinances. {Sponsored By: Council President Pro Tempore Strichik} 3. RESOLUTION: To Set a Public Hearing to Declare the Abundance of Overgrown Grass and Weeds at 1607 Buena Vista Boulevard to be Unsafe and a Public Nuisance and Order Their Abatement Pursuant to Chapte r 46 et seq., City of Prattville Code of Ordinances. {Sponsored By: Council President Pro Tempore Strichik} 4. RESOLUTION: To Authorize Krebs Engineering, Inc. to Make Application under the FY2024 Alabama Transportation Rehabilitation and Improvement Prog ram (ATRIP-II) Annual Grant Program for US Highway 31 (South Memorial Drive) Improvements at the Intersection of East Main Street. {Sponsored By: Councilor Jackson} 5. RESOLUTION: To Authorize the City Attorney to Affix the Cost of Demolition of the Dilapidated and Unsafe Structure at 348 Doster Street. {Sponsored By: Council President Pro Tempore Strichik} Councilor Merrick made a motion to place item numbers 1 -5 on a Consent Agenda and Councilor Striplin seconded the motion. The items were placed on a C onsent Agenda (5-0). Councilor Jackson made a motion to adopt the Consent Agenda and Councilor Merrick seconded the motion. RESOLUTION: To Authorize the Mayor to Enter into an Agreement with Tyler Technologies, Inc. for Hardware, Software and Services for Electronic Payment Processing at a Cost Not to Exceed $7,188.00. {Sponsored By: Council President Pro Tempore Strichik} Councilor President Pro Tempore Strichik made a motion to adopt the resolution and Councilor Jackson seconded the motion. RESOLUTION: To Appoint Christine Sellers to the Autauga-Prattville Library Board of Trustees. {Sponsored By: Councilor Striplin} Council President Pro Tempore Strichik made a motion to adopt the resolution and Councilor Jackson seconded the motion. Councilor Merrick asked Mr. Wayne Lambert, Autauga-Prattville Public Library Board of Trustee, questions on the number of applicants and the how their recommendation came about. Mr. Lambert advised the subcommittee had over 40 people show interest in the position on the Autauga -Prattville Library Board of Trustees. The subcommittee looked for people with talents to assist with expanding the library, knowledge of social media, advertising and marketing etc. and they felt Ms. Sellers met that criteria. Councilor Merrick advised he met with Ms. Sellers and he agreed that she had a lot of talents, volunteered her time and seemed to be a good candidate for the position. There being no further discussion, the Resolution was adopted with the following results: AYES : STRIPLIN, JACKSON, CHAMBERS, MERRICK, GORNTO, STRICHIK, BOONE 5 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : COMMENTS FROM PERSONS PRESENT: Jon Lee Finnegan, 211 Deer Trace, commented on sidewalks on Main Street and her desire for sidewalks on Deer Trace. Angie Hayden, 910 Silver Creek Court, spoke on Agenda Item 2 and thanked the Council. Christopher Terantino, 518 Seasons Court, spoke on Agenda Item 2, diversity and moving forward. CLOSING COMMENTS: Mayor Gillespie discussed additional sidewalk projects to come, through the Montgomery Metropolitan Planning Organization project, noting the City was awarded one of the largest carbon reduction funding for sidewalks. Councilor Striplin wished everyone a Happy Thanksgiving. Councilor Merrick wished everyone a Happy Thanksgiving and noted the City being highlighted on television as a City of Lights. Council President Pro Tempore Strichik wished everyone a Happy Thanksgiving and reminded everyone of the parade route change and the tree lighting. Council President Boone gave appreciation to Councilor Merrick and commended him on his open mind and unbiased nature. 5 ADJOURN: There being no further business to come before the Council, Council President Pro Tempore Strichik made a motion to adjourn and Councilor Merrick seconded the motion.
