CITY COUNCIL MINUTES
TUESDAY, APRIL 2, 2024
6:00 P.M.
The Prattville City Council met in regular session on Tuesday, April 2, 2024, at 6:00 p.m. in the
Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Pro Tempore Strichik gave the invocation. Roll was called with all Councilors
recorded as present with the exception of Councilor Striplin. Council President Boone declared
a quorum and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS DEPENDABILITY… Fulfilling what I consented
to do, even if it means unexpected sacrifice.
APPROVAL OF MINUTES: City Council Meeting March 19, 2024. Council President Pro
Tempore Strichik made a motion to adopt the minutes and Councilor Chambers seconded the
motion. There being no discussion, the minutes were adopted (6-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie requested a Point-of-Privilege, inviting Autauga County People Against a
Littered State volunteer, Melanie Chambliss, to speak. Ms. Chambliss spoke on the success
of the Shredding Event on March 16, 2024, with over 14,000 lbs. of shredded material disposed
of and on and upcoming river clean up event in June. Ms. Chambliss goes on to explain April
is designated as a month of clean up and complemented the City of Prattville staff on the
excellent job keeping the City clean and a need on getting the community involved. She further
informed of the Prattville Local Cleanup day on April 20, 2024, 9:00 a.m. – 12:00 p.m. at Pratt
Park and Old Kingston Park with volunteers welcome. The Mayor read and presented a
Proclamation, proclaiming the month of April as “Don’t Drop it on Alabama” Spring Clean Up
Month.
Mayor Gillespie opened his report discussing the City of Prattville partnership with the Autauga
Creek Improvement Committee (ACIC) of a $5,000.00 grant awarded to go towards a new
launch system along Autauga Creek for canoe and kayaks. He explained the launch will be
installed near the new pier on the Mills Pond. The Mayor goes on to thank Dawn Russell for
working with ACIC to get this grant awarded. Mayor Gillespie also announced South Industrial
Park has been awarded the CSX Select Sites Silver Designation thanking Bryant Whaley on
gaining this designation.
The Mayor continued his report by giving an update on the sidewalk projects, advising the Old
Farm Lane project should be completed this week, weather permitting, and then move to Old
Ridge Road, asking all to pardon the progress in that area. Mayor Gillespie continued by stating
April is a very busy month for the City inviting all to visit the City website and social media
pages to stay up to date. The Mayor continued by showing the Spring Parks and Recreation
Brochure announcing the upcoming City sponsored events to include the opening day of girls’
softball and soccer, on April 6, 2024, the Wilson Pickett Music and Arts Festival at Cooter’s
Pond on April 6, 2024, from 10:00 a.m. – 5:00 p.m., inviting all to attend.

In closing Mayor Gillespie recognized David Bagley, Autauga County Emergency Management
Agency Director and commented on the upcoming weather conditions, encouraging everyone
to prepare.

Councilor Merrick made a motion to place item numbers 1-6 on a Consent Agenda and Council
President Pro Tempore Strichik seconded the motion. The items were placed on a Consent
Agenda (6-0).
Councilor Jackson made a motion to adopt the Consent Agenda and Councilor Whaley
seconded the motion. There being no discussion, the Consent Agenda was adopted with the

Councilor Chambers made a motion to adopt the ordinance Councilor President Pro Tempore
Strichik seconded the motion.
By Point-of-Order the Ordinance will hold until the next Council meeting on April 16, 2024.
3. ORDINANCE: To Amend City of Prattville Code of Ordinances Chapter 46 - Nuisances,
Article I. - In General, Sec. 46-4. – Keeping Garbage and Rubbish; Inspection by Code
Enforcement Officer or Designee. {Sponsored By: Council President Pro Tempore Strichik}

Council President Pro Tempore Strichik made a motion to adopt the ordinance and Councilor
Whaley seconded the motion. By Point-of-Order, it is necessary that Council rules be
suspended if immediate action is to be considered. Council President Pro Tempore Strichik
made a motion to suspend the rules and Councilor Merrick seconded the motion. There being
no discussion, Council President Boone ordered a Roll Call Vote for the suspension of rules.

COMMENTS FROM PERSONS PRESENT:
Amber Fry,748 Glenbrook Boulevard, spoke in opposition of the library board and on wasted
funds and resources.
Jackie Nix, 706 Runningbrook Court, spoke in opposition of the library board, library funding
and budgets, hiring of second attorney and library staffing. She thanked Councilor Whaley for
attending the Library Board meeting.
Christina Garner, 1608 Trolley Road, spoke in opposition of the library board and commented
on programs and services being cancelled, and staffing. She invited all members of the Council
to attend Library board meetings.
Carol Lawson, 1511 Trolley Road, spoke on the Prattville Pride event being held on June 23,
2024.
Barbara Robinson, 123 White Oak Court, thanked the City for the work at North Highland Park
in preparation for their Easter event and on a Senior Citizens event being held on June 1, 2024
at 4:00 p.m.
CLOSING COMMENTS:
Councilor Merrick thanked the Fire Department and staff for allowing him to do a ride-a-long
with Station 1, noting the valuable insight he gained. He continued by thanking all our Public
Safety officials for what they do for the community.
Council President Pro Tempore Strichik reminded all about the opening day ceremonies for
soccer and girls’ softball on Saturday, April 6, 2024, thanking the staff and commenting that
over 250 youths were participating in soccer and over 500 participating in softball. He also
invited all to attend the Wilson Pickett Festival on Saturday at Cooter’s Pond and announced
the Blue Angels Air Show on Maxwell Air Force Base.
Council President Boone reminded all of the Redistricting Public Hearing on April 9, 2024, at
6:00 p.m. in the Council Chambers at City Hall. She welcomed all who attended to bring any
plans and/or maps. Councilor President also advised the next regularly scheduled City Council
meeting would be held Tuesday, April 16, 2024, at 6:00 p.m.
ADJOURN:
There being no further business to come before the Council, Council President Pro Tempore
Strichik made a motion to adjourn and Councilor Merrick seconded the motion. The meeting
adjourned at 6:34 p.m. (6-0)
